Since the beginning of 2021, the Network of Directors of Information and Communication Technologies (ICT) of Latin American Universities has been consolidating a common space of action that aims to contribute to the issues related to their role and work within the institutions as well as to the continuous improvement of higher education institutions.

The TICAL Conference is the space where this community comes together, which is mainly nourished by the experiences, initiatives, and knowledge presented by the universities themselves, providing significant and unprecedented solutions in higher education institutions from the ICT area, in the fields of university work.

In its 2023 edition, TICAL will have as its  theme "Bridges to transformation", highlighting the role of National Research and Education Networks (NREN), that connect the regional digital ecosystem  throughout Latin America and the Caribbean and promote the collaboration to advance the digital transformation of countries. In this sense, it will provide a space for discussion and strategic exchange of experiences developed by the national networks members of RedCLARA as part of the regional objectives for the strengthening of science, technology, and innovation; it will promote the identification of common challenges and opportunities posed by the digital transformation for the economic and social development of Latin America and the Caribbean, and will seek to determine the key elements for building a common development agenda based on digital.TICAL 2023 will be preceded by the BELLA II Strategic Dialogue which aims to contribute to achieving the objective of "Strengthening and expanding the digital ecosystem (ED) of Latin America and the Caribbean (LAC), facilitator of relations and exchanges between companies, research centers, educational institutions and Latin American and European academic networks to contribute to the achievement of the region's strategic objectives focused on strengthening education, science, technology, and innovation”.
